Raymond Brooks

Across three and a half decades in the fire service, Raymond Brooks built a reputation as the chief you called when a department needed both healing and higher standards. Born in 1944, he was the fifth of eleven children raised in a small Indiana town by a widowed mother whose example of resilience, discipline, and unconditional love became the moral compass for his leadership.

Before earning his badge, Brooks worked in a mental health facility, a cardboard factory, and at Whirlpool Corporation, where United Auto Workers training immersed him in the realities of organized labor, contract language, and conflict resolution. Those early lessons in fairness and advocacy later shaped the way he negotiated with city halls, unions, and command staff.

Brooks rose from firefighter to captain in Michigan City and went on to serve as fire chief in Michigan City, Evanston, Alhambra, San Jose, Birmingham, and Compton. He introduced local fire-science education, upgraded emergency equipment and information systems, strengthened inspection and training programs, and secured 911 transport revenues that directly benefited communities.

Alongside his city roles, he chaired the Black Chief Officers Committee for twenty years, taught at the Executive Development Institute, and served on housing, homeowner, and professional boards. In retirement, Brooks continues to mentor leaders and advocate for professionalism, diversity, and equity in emergency services, proving that the calling to serve does not end with the last shift.
